After she shoots off Shigaraki’s second hand, her inner AFO screams that she can no longer play the victim since she has murdered too many innocent people. Attempts by AFO to leverage Tomura’s animosity towards One for All to get the upper hand ultimately fell short. A fragment of Tenko was kept alive after the merger, and it is now regaining power. Kurogiri is ordered to transport AFO, but the Nomu, who appears to be regaining his Shirakumo personality, resists. Tomura elaborates by saying that he comes from the same place as both Shigaraki and Tenko, the house where he was born.
His hair has grown back to its normal length as he emerges from the tidal wave of hands and fingers. He claims that eradicating all traces of his background will provide him with ultimate happiness. But Deku seizes him and plunges to the ground below from the floating citadel. Since Shigaraki’s eccentricities have been revived, Mirio observes, UA can no longer contain him. Deku says he won’t forget his helpless inner kid even if he can’t let Tomura ruin the world. As the last showdown between Tomura and him takes place on firm ground, he ties Tomura’s hands with BlackWhip.

Spoilers for Chapter 379 of My Hero Academia suggest that Lady Nagant arrived at UA without being detected by using Kurogiri’s portal. It is possible that Shirakumo will join the heroes as a reliable friend if he is able to defeat Kurogiri. They can reassign workers and even transfer injured heroes to safety in a hurry. Shigaraki’s willpower has been suggested to be greater than AFO’s. The Demon Lord may soon cease to exist without the intervention of a hero, what with AFO’s body in the Gunga Mountains being on borrowed time and Tomura repressing the inner remnant in his own body.
