Too frequently in modern America, the words “To protect and to serve,” the police slogan that began in California in 1963 and spread across the country, are twisted out of all recognition. Settlements for police misconduct involving thousands of officers who were falsely accused many times cost over $1.5 billion. The federal government accused seven Baltimore police officers in March 2017 of corruption allegations. In spite of people’s and defence attorneys’ protests, they were allowed to continue their behaviour for nearly a decade. Baltimore has yet to fully recover from the aftermath of the Gun Trace Task Force Affair. When persons joined the police force through GTTF, they were more likely to be placed with officers who model poor behaviour and discourage taking responsibility for one’s actions. In this case, they preyed on the vulnerable, stealing and framing the very persons it was their job to save.

This documentary delves into the story of the GTTF through the eyes of a determined defence attorney, Ivan Bates, and is based on the nonfiction book I Got a Monster: The Rise and Fall of America’s Most Corrupt Police Team by Baynard Woods and co-author Brandon Soderberg. Bates defended Baltimore residents who were unnecessarily terrorised and arrested because of Sgt. Wayne Jenkins’ erratic and dubious actions. Nobody’s pitching in. Not a soul in sight. There is total silence. If the system was so flawed, how did it last for so long? The indications were there, we just didn’t pay heed,” Bates explains during his opening court statement.

The documentary “I Got a Monster” resembles a mix of “The Untouchables” and “The Wire.” Yet it’s Ivan Bates’s heartfelt statement before the court that fills you with hope at the beginning and the conclusion of the film. As mentioned in “The 1619 Project” and “The 13th,” this is all too true and difficult to ignore; for example, Bates’s tale of being stopped and harassed by police until one of them clocked his badge, rendering him just another Black guy. If police officers like Sgt. Wayne Jenkins had had enough training, supervision, and accountability, perhaps Freddie Gray would still be alive today. It’s terrifying to think that Jenkins and the GTTF had such freedom and resources to go after people, says filmmaker Kevin Casanova Abrams. Years of work and undercover operations led to federal jail sentences for Jenkins and the other GTTF officers, and Baltimore paid more than $15 million in settlements for their crimes. The FBI is still looking into the Baltimore police force.

One of the last shots in the movie is of Wayne Jenkins’ wife calling Ivan Bates to ask him to represent her husband in court. Bates said, “That was flattering, but what Jenkins did was terrible, and I would never represent him. One of the numerous producers is the great Norman Lear, which did not go unnoticed by me. As Lear has always been willing to put his money where his mouth is, it should come as no surprise that he has made no secret of his desire to draw attention to the terrible problem of institutional racism throughout the nation’s police forces, and in particular the Baltimore Police Department. It’s not the first time a corrupt law enforcement official has been exposed, and it won’t be the last. Director J. J. Abrams does an excellent job aesthetically exposing the sleazy elements of this documentary from every angle. Even after the credits have rolled, “I Got a Monster” will remain in your heart and mind as a brutally honest account of one city and its inhabitants. More than that, I hope it inspires you to stand up for what’s right in the name of “law and order” and a strong desire to exert control over others, rather than bolstering the incorrect arm of the law.
