Speculations
In the presence of Tenko Shimura, it is clear that Tomura had not freely committed his body to AFO. He’s still hoping to be saved and trying to hang on to his genuine self somewhere. It’s possible that Horikoshi is implying that Tomura is still a youngster who was failed by heroes by portraying him as the traumatised child that Tenko had been. However, this also suggests that Tomura’s mentality has not matured beyond that of a child’s stage of development. My Hero Academia chapter 361 depicts AFO/Shigaraki as obsessively fixated on Bakugo, ignoring everything in his way.
Whatever the case may be, it’s hard to tell if AFO is acting out of self-preservation or a genuine fear of losing to Deku. Death flags abound in My Hero Academia chapter 361.
